WorkSafeBC Fines Lower Mainland Firms for Traffic Control Violations

WorkSafeBC recently fined two Lower Mainland firms nearly $30,000 for traffic control violations.

One firm is a construction company that assigned an untrained person to direct traffic. The other is a traffic control company that put its workers at risk.

Qual Development Ltd. Fined for Violations

Qual Development Ltd. received a fine of nearly $5,000 on December 16, 2025, for repeated traffic control violations during the construction of an apartment building in North Vancouver.

WorkSafeBC inspected the worksite and found a worker directing traffic in an active lane. This worker was not trained for the task.

According to WorkSafeBC’s penalty summary, “WorkSafeBC determined that the worker was not a trained traffic control person (TCP), no traffic risk assessment had been completed, and no traffic control plan was in place.”

The agency also noted that the company failed to conduct a traffic risk assessment, implement a traffic control plan, or ensure workers wore high-visibility clothing while directing traffic.

Additionally, the firm did not protect workers from traffic until a qualified person completed a risk assessment. They also failed to provide necessary information, instruction, training, and supervision for worker safety.

MP Traffic Control Ltd. Fined for Worker Safety Risks

MP Traffic Control Ltd. was fined over $22,000 on December 4, 2025, for putting workers at risk at their Abbotsford site, despite the workers being trained in traffic control.

During an inspection, WorkSafeBC observed two traffic control workers in active lanes near passing traffic.

These workers were positioned “in an intersection open to the travelled portion of a roadway, a high-risk violation,” as stated in WorkSafeBC’s penalty summary.

MP Traffic Control Ltd. also failed to isolate the work zone using detours, alternative routes, barriers, or other measures. This was a failure to eliminate the risk of worker exposure to traffic in a work zone.
